Overview

Eric is an associate in Tonkon Torp’s Litigation Department and Bankruptcy & Restructuring Group with experience in appeals, complex civil litigation, and some of the largest bankruptcy and receivership cases in the Pacific Northwest. He has authored briefs filed in state and federal courts, including the U.S. Court of Appeals for the D.C. Circuit and the D.C. Court of Appeals; and he has contributed to amicus briefs filed with the Supreme Court of the United States. He joined the firm from the Office of the Attorney General for the District of Columbia, where he was a Charles F.C. Ruff Fellow in the Office of the Solicitor General. Eric is valued for his ability to diagnose legal issues and defuse them before they become problems.

Eric is a graduate, cum laude, of The George Washington University Law School. There, he was an associate of The George Washington Law Review, a teaching assistant for the first-year legal writing course, a research assistant, a tutor of five subjects, and an executive board member of the GW chapter of the ACLU. During law school, Eric also worked for the Office of the Solicitor General, Common Cause of Oregon, and a personal injury law firm. Prior to his law career, Eric worked as a bartender and server at restaurants in Eugene and Portland.

Outside of the office, Eric enjoys rooting on the Portland Trail Blazers, coaching mock trial, and hosting board game nights with his amazing partner, Emily.

Tonkon Torp Bankruptcy Group Honored with Atlas Award for Work on Refreshing USA Liquidation

Tonkon Torp’s Bankruptcy & Restructuring team was honored with an Atlas Award for “Ponzi Scheme Resolution of the Year” from the Global M&A Network, LLC. The award was in recognition of Tonkon Torp’s work, led by Bankruptcy & Restructuring Group Co-Chair Danny Newman, on the liquidation plan confirmed for clients Refreshing USA, Water Station Technologies, and Creative Technologies (and another 20 entities merged or substantively consolidated into the Debtors).

Tonkon Torp Obtains Multi-Million Dollar Win Against Merchant Cash Advancer

Tonkon Torp is pleased to announce a seven-figure win in its bankruptcy proceeding against Riverside Capital NY LLC, a large merchant cash advancer. The Tonkon Torp team was led by partners Danny Newman, Co-Chair of the firm’s Bankruptcy & Restructuring Practice Group, and Christopher Pallanch, with key assistance from attorneys Eric Levine and Rosie Fatta. The team successfully represented debtor Water Station Management, LLC in its Chapter 11 adversary proceeding to secure a nearly $7 million damages award on summary judgment.

Tonkon Torp Guides Refreshing USA to Successful Liquidation

On September 9, 2025, the Bankruptcy Court for the Eastern District of Washington entered an order confirming the plan of liquidation Tonkon Torp, led by new bankruptcy practice group Co-Chair Danny Newman, filed for clients Refreshing USA, Water Station Technologies, and Creative Technologies (and another 20 entities that were merged or substantively consolidated into the Debtors).

Tonkon Torp attorney Eric Levine was a panelist at the 39th Annual NW Bankruptcy Institute co-hosted by the Washington State Bar Association Creditor Debtor Rights Section and Oregon State Bar Debtor-Creditor Section in Bellevue, Washington. The two-day continuing legal education seminar is regarded as the preeminent bankruptcy conference in the Pacific Northwest.
