As research for a COVID-19 vaccine proceeds, the interest and willingness of people to get vaccinated so that the population can reach herd immunity levels is a growing point of national discussion. The article explores whether Congress, the courts, or individual states can mandate a vaccine, and how a mandate might be enforced.
Steven, who has provided hundreds of pro bono hours to civil rights cases through the Oregon ACLU and argued cases in the Oregon Supreme Court and the Supreme Court of the United States, is quoted throughout the article alongside national constitutional law experts Laurence Tribe and Sylvia Law.
