Rachel Melissa Breaks Down EPR Laws for NW Chicken Council

Environmental attorney Rachel Melissa gave a presentation on Extended Producer Responsibility (EPR) laws for the Northwest Chicken Council. Her remarks were focused on the EPR laws in Oregon and Washington requiring certain manufacturers to pay fees based on the quantity of packaging supplied into the state.

Rachel outlined Oregon’s Recycling Modernization Act and reviewed the materials covered by the Act, which includes packaging used for product containment, protection, and shipping, as well as paper and food serviceware. She recapped how the Act defines a “producer” and how affected business can best stay in compliance of the law. For Washington State, Rachel discussed the legislature’s recent passage of the Recycling Reform Act and highlighted tentative compliance dates.
