PORTLAND, Ore. – Tonkon Torp business attorney Mick Harris has been engaged to serve as Executive Director for the Oregon Facilities Authority (OFA), the state agency that helps nonprofit organizations access low-cost financing for capital projects through the issuance of tax-exempt conduit revenue bonds.
Harris, who has served as OFA’s Associate Director since 2023, succeeds Tonkon Torp attorney Gwen Griffith. Griffith has served as Executive Director since 2007 and will continue supporting the organization as Associate Director.
Created by the Oregon Legislature in 1989, OFA has issued more than $5.4 billion in bonds. Because the interest on these bonds is exempt from federal income tax and state personal income tax, qualified organizations can achieve lower borrowing costs by partnering with OFA to finance their capital projects. Tonkon Torp has long hosted OFA at its Portland offices.
“I’m honored to step into this position and build on the strong foundation OFA has established,” said Harris. “OFA plays a vital role in helping nonprofit organizations access affordable financing for projects that strengthen communities across Oregon. I’m excited to continue supporting that mission and expanding our impact.”
Harris is a senior associate in Tonkon Torp’s Business Department whose practices focuses on corporate governance, general business law, and real estate. He advises startups, emerging growth companies, and large-scale businesses on venture capital and angel financings, mergers and acquisitions, commercial agreements, and nuts-and-bolts business matters. Before entering law school, Harris worked as a political consultant, helping clients pass meaningful legislation and developing winning campaign strategies for state and local candidates.
