Tonkon Torp attorney Michael Mangan recently presented a property tax CLE for the Oregon State Bar Real Estate and Land Use Section. During the presentation, Michael explored new and ongoing issues for taxpayers stemming from Measure 50 and Measure 5. After providing an overview of each measure, Michael delved into the differences between maximum assessed, assessed, and real market values and explained how each are affected by six notable exceptions to Measure 50. In addition, he explained recent and potential changes to Oregon property tax law that could cause increased property taxes in the state. Michael concluded his presentation by discussing recent trends and changes that affect development and business in Oregon, and spent time answering questions about "exception events," which trigger a new maximum assessed value for property and often result in significant tax increases.
